And I agree, if somebody gets 3 technical fouls, just kick them from the tournament.
No need for silly 'can't build unit XYZ' rules. Nobody is going to be BMing when there is that much money on the line anyway, ESPECIALLY 3 times.

Would make for more interesting tournament for a player who keeps fouling to be disallowed a certain unit.
It's actually quite a reasonable rule considering the circumstances and could be compared to a yellow card, sin bin or penalty points in another game.

I think SC2 should be stricter than other games though. You should not be allowed to BM or bend rules 3 times before being punished, but I think being kicked out for trolling once is a little harsh
Perhaps it should be like:
1st offense: 90% Handicap 2nd offense 80% Handicap 3rd offense: Disqualification

17. SC2 Players who receive three Technical Fouls for one Match will be given a one Game penalty. After three Technical Fouls, each subsequent Technical Foul in the Match will result in another one Game penalty. When an SC2 Player receives a one Game penalty their opponent will be allowed to select one unit, other than Probe, Drone, SCV, Overlord, or Queen, that the Player with the one Game penalty can’t create during the upcoming Game. If the Player with the one Game penalty were to create that unit during the upcoming Game, they would Forfeit the Game.

The rule may as well force the player to forfeit the game without playing because that's how unbalanced the game would be. Although, I don't think any pro is silly enough to get one technical, let alone three within a tournament setting.

aka no marines/lings/stalkers/zealots. Since armies have such hard counters it makes them go something really weird and almost alway lets you get a free expo.
for instance TvZ, with no lings (they can't baneling either), just bunker rush to stop any expo into mass marauders and some marines for dps and autowin.
It would be funny to see but is just not applicable to sc2.
