Messi and Ronaldo are clearly the best two players in the world of the past decade, but I don't think that holds true at all if you strictly look at international performance, even with Portugal winning the EC, and even if I admittedly struggle with finding 'dominant international players' post-Zidane. Which kinda adds to my argument I think, that international performance just isn't all that important anymore.

You were pretty dang good in 2000! And it was much harder to qualify for championships before that. And you've won three penalty shootouts in the same era! And Ronaldo was hardly part of the 2004 or 2006 success. I've watched mostly all Portugal championship games since 2000 also, and I just don't think Ronaldo has really been a dominant player. An exception for the qualification games vs Sweden before last WC, where he was godly, but in general..
I mean don't get me wrong. I'm not saying that Ronaldo has been bad for Portugal, nor that Messi has been bad for Argentina, even though these are kinda common sentiments. Just that if you look at international matches, then I would not consider these two the best players in the world of the past decade, but if you look at league + CL performance, then there's a huge margin between messi/ronaldo and #3 whoever that is.
The US alone having another WC so early would be unfair. Having the games spread on an entire continent does not seem to be a great idea.
Only reason I don't like it is that the matches will be on at night-time again. This wasn't so bad in Brazil (matches starting at midnight is still fine), but I remember from '94 I hardly watched anything that year (ofc I was younger too).

There will be normal refereeing, of course. They will just have the help of the VAR. (video assistant referee).
It will be the same as the tests they are doing at the moment across several leagues. But right now they are only doing offline tests without any impact on the game.
This will be the first game where the VAR decisions can impact the game and will revert decisions if needed.

I knew about the Club World Cup but wasn't aware of the France vs Spain which technically is a UEFA game.
Still, this will be a big change in Portugal, where all talks about football are 80% Refereeing, 10% dramas between the presidents of the clubs and 10% actual footbal.
Yeah it is great that it being given the go ahead so fast. Just doing it on the few aspects they are using it for will make the game 100x better and more accurate. Referee's get more help so they feel more incontrol which is great. If they make a mistake which they realize afterwards oh crap, they don't have to referee with it in the back of their minds anymore as it will be instantly rectified.

Yeah if that happens during a goal kick it's an immediate foul but in the penalty box it's a foul but not foul enough to award a penalty :D

Requires a rule change... or a rule interpretation change. Bring back indirect free kicks in the penalty area.
