Being British absolutely does increase the value of a player in the prem maybe not 20 mill but not chump change. You need a minimum of 8 Brits (well trained in Britain) in your 25 man squad and in the prem which is very foreign (especially at the top), quality British players are goldust. I would value him between £30-40 million and that reflects imo his true value. It would not surprise me to see him go for 40-50 or more though.
He absolutely does have the skill though, he has more quality than most strikers out there.

Wayne Rooney is not Uniteds best player, nor is he even close to being worth the figures you are pulling out. I think United would definately consider letting him go if someone would bid 25, he is on massive wages and is simply not the star player you say he is.
I really hope whoever makes the transfers at Man U is as mistaken as you are (I also hope that Chelsea are considering tendering a bid!) because I would love for us to get Rooney at a low price such as you think he is worth.
IMO he is tied with anyone at Man U for the position of 'best'. I actually consider that there aren't many players in United which stand to be called 'best' because it's a squad based around having 8/10 players in abundance rather than a few star players and a bunch of carries. Actually make that 8.5/10.

RVP does honestly fit the way Man U are playing better. An out and out striker caps the United beast off better than a 'target trequartista' which is what Rooney is.

About the player, I've seen him in the 2 games he played for Korea in the u20 World Cup before being injured. Was one of the lone stars as the team was really a team and bereft of real stars. Tbh I'm not a big fan of him. He has a decent shot as can be seen in his goal against Portugal. His decision making isn't bad either. However, from what I've seen he really lacks the physical attributes. No pace and no agility. Plus doesn't have the power and physicality of say a Kim Bo kyung. I guess he's a bit like a shorter Ji dong won. Oh well, i hope I'm wrong because Dortmund has a great scouting system and klopp is one of the best there is.

Funny situation for Barcelona managment: few days after Thiago goes, someone bids for another CM. Ideally, they would want to let Fabregas go and keep Thiago and now it's out of question. I say now it's better for them to reject the bid. There are no midfielders of Cesc's class anywhere available for that kind of money they can expect from MU. Although I guess they could at least discuss the possiblity of some kind of Fabragas - Rooney exchange?
