Well Liverpool is not a step up for sure, not being in the champions league nor being competitive in anything domestically. But Leverkusen however, competitive in Bundesliga? Top 3 for sure? In the champions league. Be a step up? Not a major one but still a step up.

He still gets CL football (group stage already clinched as well) at Ajax. It's good to see loyalty like that though, and I'm sure the coaching staff at Ajax had a big part to do with Eriksen staying.

I think someone on here (or elsewhere maybe?) mentioned that Fabregas was most likely going to be taking over for Xavi in the next few seasons. Consider that Xavi is 33 and that Thiago has moved on, I don't really see him moving on right now.

Tbh I think it was either going Fab or Thiago moving on this summer, so the interested teams may have missed their chance imo.

Yeah Eriksen is very loyal indeed. He has a vocal agreement with Overmars that if he doesn't find a club to his liking this transfer window, he'll extend his contract by at least a year. It'll probably be a one year extension though. If they want to sign him for more years (until 2016 for example) they'll have to give him salary that's beyond what their policy dictates (highest salary they want to give out is €1m/year).
