You forgot the part where nvidia sped up the game footage to try and fake 60fps on youtube of the game. It was truely a collusion to try and push out a product that had no right to be set out to the market and the only reason it was even pulled off is because steam refund exists. Which is pretty damn sad that it takes mass returns for a product that poorly done to be pulled off and I'd put money down and say that if it wasn't possible to return the game wouldn't of been pulled at all.

Im on Jenova if you do get it, you can try a free trial of the game for 2 weeks that caps your character at 20, but that's isnt really an issue since you can get every class to 20 on a single character.

There might be a few reasons.
My top bet is simply poor QA. It's possible that it was simply never tested for PC in the first place, or it was undertested; after all, there are TONS of different PC specs out there and it's hard to capture everything.
The more likely scenario is a combination of poor planning and poor management. It's possible that the project was approaching its deadline, so there wasn't enough time to make sure everything meshes together. Management decided to take a gamble knowing that the game runs poorly on the PC (it DOES run, but only on very high end PCs IIRC). It's also possible that the game was never intended to be initally released on the PC - but a PC release was pushed out nevertheless. Alternatively, the game was initially developed for console, and it was assumed that porting to PC was an easy task. It wasn't, and everything fell apart.

I can see why, to be honest. I've seen disastrous projects - while probably not on that kind of budget - being released with heavy consequences.
