That defeats the point of "constructed". The point is to make the best possible deck you can for any given tournament. By limiting the choices even further isn't going to be any different in terms of cards at the moment. Instead of seeing just yeti in every deck followed by 9 legendaries, you're going to see the best 4 legendaries (Rag/Ysera/Alex/Leeroy) and then the SAME neutral minions. Just like we did back when I was playing minis.

Just play better, Out think him. Put him in board states where he HAS to have a certian legendary to recover that way you can plan your moves accordingly. Try and get him to use Alex on himself rather than offensively. Look for ways to chip at his armor so that he has to have Shield Block inorder to kill your yeti. Play Around Brawl and just generally get damage in anyway you can.
The deck isn't unbeatable. He lacks a consistant mid game as all of it's tempo is generated through turtling for the first 4-5 turns playing out removal and only removal. Pressure him as hard as you can early because they basicly have 50 HP.

Yeah, I think Trump has demonstrated pretty clearly that you can get to extremely high ranks without spending any money so long as you pick a good class, know the meta cards/decks, and plan ahead for the legendaries that will show up.
Granted it's probably not as *fun* as playing with all the cards and legendaries but that's not what pay to win means, and I'm still seeing legendary-less decks popping up in the top decks in managrind tournaments.
