I think it was just "easier" for Zerg to win with Infestors and Hive Tech so why bother with the more APM intensive Muta/Bane?
Mutas were never buffed, the only changes we've had have been nerfs to Infestors and Broodlords oh and Nydus Worms too.
The important thing is that most of LotV saw almost no muta play at the top level for one reason or another. Mutas weren't ever buffed, but Terran counters were nerfed. Maps also make an impact on whether Zergs go pure ling bane or hydras or LBM.
Honestly if Neeb would take some better fights he could actually win some games.

Mutas were not buffed, but its counters were, specially Thor aa increase priority and damage an +1 armor. Also larva production was nerfed at the begging of lotv so may have affected it.

Especially considering that Neeb is one of those players that's basically guaranteed to play stock standard which isn't a great strat. against a superior opponent in PvZ. Oh well the result is the expected one at the end of the day.
