It's either TIME or Special, both have very different styles so comparing them will always be hard. But at the moment we can enjoy to have 3 competitive T (if you had Heromarine) and 2 of them looking really good which is not what you can usually say about non korean T.

I don't like this at all. Serral threw games 2 and 3 very, very hard. If he keeps throwing away leads like this, he's going to have a hard time onward. He did not respect his opponent enough. I know he wasn't expecting Time to blind counter the early broodlords push, but he really should've sniffed out the blind counter before proceeding.

Time is amazing, those bio splits were out of this world game1, also his build choices were stellar and he was actually able to throw Serral off, which almost no one seems to be able to do, the scouting denial was spot on.

If uThermal and MarineLorD get back to their highest level too, there’s actually quite a decent contingent of foreign Ts, if there’s one I’d figure most likely to make that next step up to the level of the best Korean Ts I think TIME is the most likely, but these things are hard to predict reliably.
