Just look at both HoTS and LoTV - those are sold as "expansions", but they really aren't that much more than a big patch is in DOTA. If that happened more often, we could have more of these fresh situations, with foreigners with headstart, new things unfolding etc... That doesn't seem like a good thing to do in an RTS game.
