That doesn't make them rng though. They still shoot at the first unit that stays in their range for a time long enough to launch their shot, there is a direct causal relationship between things that happen on the map and things, that widow mines do. You can certainly argue, whether or not it is a bad unit because of the points you make, but there is no random factor in it.
