You could EASILY nerf Hardened Shields so that they didn't hard counter Siege Tanks and still keep the Immortal as good as it is vs Zerg.
The 10 damage cap means 2 damage mitigation vs Roaches without upgrades, it means 40 damage vs siege tanks.
You could up the armor on Immortals by 2, and set the cap on Hardened Shields to 25 damage and you'd make HUGE headway in making the unit less of a hard counter vs Mech.

No. There are many different forms of pressure in early and mid-game, not to mention entire all-ins that are relevant in the PvZ matchup. The sentry/immortal push is very rare in Hots. PvZ is just too complex to make it come down to the threat of immortal/sentry.
