With all the whining that's been going on, any change the Infestor might see would be a nerf.
I watched all the games yesterday, and I'm watching today, and I can see how powerful the Widow Mine is, I can see how strong the Oracle and the Tempest and MS Core are, but I haven't seen the new Zerg units do anything in any of the games so far. Nestea and Jaedong may be unfamiliar with the units but I doubt MC or Rain or Mvp have been spending all their time playing HotS, with all the tournaments they have to train for.

I'm certain it's just the timing of the changes. When they first released the beta, they seemed fairly happy with all the new units, especially zerg, and were already beginning balance changes (the swarm host used to be even more crazy strong than widow mines are now). After it became abundantly clear things weren't working at all for Protoss and Terran players, they stopped working on balance and began a couple design passes to get the other races up to par.
When they finish their design passes on new units, and then finish some design work on older units (raven and void ray already confirmed, with hints at carrier changes and maybe infestor as well), they will get back to balance work (damage, numbers, areas, etc.). That is when we will see, if things are at that point still looking bleak for zerg at all, some more balance work to make it all fit together.
