Perhaps in major tournaments, but even while being stuck in Code A look at his performance in qualifiers - he still has a really solid record, and nobody should count him out.

Stephano attacks with ling bling infestor right before blue flame hellion hits. Stephano trades pretty good with ryung as well as forceing a lift at the third and killing scv's . 56 scvs to 65 drones. hive tech finishes for stephano and hes going into ultras.

Similarly to Huk's 'Top 3 Control' comment it is one of those that will forever haunt Oz every PvP he loses.
That said I prefer to see his confidence and lack of whining about a matchup over somebody like Idra who complains incessantly about ZvP to the extent I think it's actually affecting his performances.
Oz is such an enigma to me, his play in the GSL is frequently really good, but he drops off in foreign events compared to that. Kind of like an anti-Puma

1 series doesnt mean that oz's statements are false, he just played worse and grubby played better, meaning PvP is still not luck based, that being said, there are obviously still luck based builds.
