TBH, i think beating MC with less 100 APM is more impressive than beating him with the same APM as MC. It means that whoever beat him has some incredibly good decision making or is incredibly efficient with their actions.

Yeah, it's ridiculous with all this apm worshipping, making correct decisions should be more important than just clicking really fast and spamming a lot. If you can make do with less apm you're probably playing smarter.

No reason why they shouldn't. That would just mean that their actions were much more efficient. One of the most inspiring things in sports is to see a team that plays better beat a team that is more athletic. Likewise for SC2. The game isn't just about spamming actions, otherwise guys like Puzzle would be the best player. It's about decision-making, gamesense, and smart play as much as having good mechanics, timing and multitasking.

If you watch the replays of Elfi x MC, you can see that Elfi's APM would range from 150-250 during big battles or multitask intensive times. Elfi just doesn't spam needlessly.
MC's control and APM in stress situations were still higher, no doubt, but Elfi isn't the slow player people keep repeating he is. MC made some big mistakes in the games he lost (g1 - didn't focus fire with his 4 immortals; g3- miscontroled and lost all his stalkers when he needed them to harass and delay Elfi's timing push). That series has nothing to do with a skill ceiling discussion IMO.

The thing is you're viewing it from the wrong standpoint. The game isn't there yet, but in the future when strategies and micro requirements are way more complex, APM will be crucial. 300 APM isn't important because of how many times you can spam hotkeys and move your screen, it's important because high APM will allow you to execute all those strategies and decisions your mind can come up with in the most efficient way possible.
As the game evolves APM will become more and more important, people with high APM will be able to execute crazy multipronged attacks and micro them effectively.
You can see this by watching DRG/MMA vs Elfi. From an execution standpoint, if Elfi played terran with that APM there's no way in hell he could play like them, using their strategies at all. Doesn't mean he couldn't win games, but superior strategies will eventually require higher effective APM.

Someone is bound to do it sometime if they keep trying; whilst each qualifier is full of exceptionally good players you do usually get a couple of brackets that are pretty weak so there's always the chance a foreigner gets a nice favourable draw. Eventually you'd presume a foreigner will get there, either by skill or luck or a combination of the two.

Naama, DeathAngel and SaSe confirmed. I would be surprised if Haypro and Jinro would not chose to play. I don't know about Morrow, weither he plans to stay in korea longer or not
