The game isn't just about spamming actions, otherwise guys like Puzzle would be the best player. It's about decision-making, gamesense, and smart play as much as having good mechanics, timing and multitasking. the thing he is missing is that apm =/= actual actions per min.

...What? That's literally only PvP (and to a lesser extent ZvZ) nobody is ANYWHERE near the skill-cap. Not to mention ZvZ and PvP were pretty similar in BW, with lower-tier players taking games off better players frequently. There are several players with 70%+ win-rates, which is basically Flash-level win-rate, the consistency is there.

From what I have seen this is more of an issue with PvP than starcraft 2 in general, as that is where most of the foreigner vs korean upsets happen, not just in this recent IEM.

According to the Playhem database, ZvZ is more volatile than PvP.
Anyways, there are still some foreigners left that will fight on the second day. Come on, the foreign scene needs a new hero to look up to!
