That's the power of the 1/1/1. Protoss has to guess if it's coming and also has to guess if there is cloak or not. You can either go for a greedy fast Nexus and lose to a 2rax/3rax, or you can stay on 1 base for observer and be far behind if the Terran makes a fast CC. Maybe if CCs couldn't float it would fix this guessing bullshit.
