Small scale battles 10 phoenix vs 15 mutalisk 6 phoenix left. 10 phoenix vs 20 mutalisk 11-12 mutalisk left.
Average Scale Battles 20 phoenix vs 20 mutalisk 15-16 phoenix left. 20 phoenix vs 25 mutalisk 13 phoenix left. 20 phoenix vs 30 mutalisk 5 phoenix left.
Large Scale Battles 50 phoenix vs 60 mutalisk 23 phoenix left. 50 phoenix vs 75 mutalisk 18 mutas left. 50 phoenix vs 70 mutalisk 9 out of 10 times phoenix win with 7-12 phoenix left. One time Mutalisk came out on top with 6 left.
From what I've gathered from around 50 unit tests that if the gas used is equal the phoenix will always win. The closer that mutalisk get to the same mineral consumption the better chance they have to win engagements. With good to above average micro or a good spread of phoenix the more likely they will beat out bigger amounts of mutalisk.
if your opponent mass muta and you mass phoenixes in response all the time, you'll die to zerglings and ground attacks because phoenixes can't attack ground while mutas can.
People earlier in the thread were talking about how mass mutas always counter mass phoenix and I tested based solely on that match-up. If my tests are true (and you have similar economy) you can easily have enough sentries and zealots to counter mass ling on the ground.

in my experience phoenix dont scale well against mutas when u micro them, its just better to a move them cause of the cumping
