I'm not sure if knowing this helps you play SC2 any better, but I had been wondering about the relationship between unit health and health bar color for a long time. So, I did a little research on it. After trying with several different units, I found that color transitions happened around 86%,57%, and 29%. Those numbers looked very random at first. Then, I realized that those were 6/7, 4/7, and 2/7 respectively. WIth this hypothesis in mind, I tried with more units from each race. Results were in agreement. Therefore, I concluded that multiples of 1/7 are used for color transition points. Images above basically explain everything.
Once I found the rule, I could simply calculate all color transition points for all units. So I did. Health for protoss units are without shield.

Also, buildings seem to follow the same rule.

Terran buildings catch fire at a point where color bar is in orange, NOT red. When health gets lower than 1/3 of maximum health, buildings start to lose health.
