When looking at certain times to attack you need to account for a few different factors.An all in build is some type of attack based around 1 specific timing, like a 4gate. While you can have things like standard play where you use the information from scouting to formulate a timing you think might work. You scout phoenix in pvp but already expanded with a robotics, a good timing here would be 6gate all in.
The advice your friend gave you could be properly look at as, "Dont attack if you are not commited." Basically do not try and attack an opponent while you have resources tied up in upgrades and buildings. Obviously there are exceptions to the rule but at the lower levels having gray areas hurts more then it helps.
You best bet would be to look through some other guides and follow them for each MU.

Quick question, is it possible to do the Sentry Immortal all in off of a Gateway Core 1 gas expand and hit the same timing? I'd like to know if its possible, even if its without upgrades.

idk if there is an actual BO release from someone about the build order unfortunately 
Blizzard did release the replay though as well as all the other games from the BWC

PvP: It's hard to do an all-in that doesn't auto lose to certain builds, but there's always cannon rushing and proxy 2 gates.
PvT: I think Blink obs is pretty good on certain maps, but other than that some mass gateway timing off 2 base or you always have 4/5 gate.

How to deal with mass reaper in PvT? I meet a opponent every time open with 3 reaper into 1 base stim... Sometimes I defend my ramp but the reaper will kill all of my probes...

I think they mean some sort of Reaper opening into 3 Rax Stim, which can be quite strong because it's hard to split your units in such a way that you can defend both your natural and your main mineral line (3 Reapers aren't something you can defend with just a single Stalker patrolling your main mineral line). I think the best decision is to just sack the natural and defend the main. Tech to Colossus from one base if you've gone 3 Gate Robo after a 1 Gate FE and then re-expand. They have to cut Probes to make that attack, so you'll be at least even in economy once you've defended, but you'll have the tech advantage.
if its off 1 base as the original posters seems to mean cant you just evacuate the natural and keep 2-3 stalkers in your mineral line, just forcefield the ramp to your main and tech up, with good control i feel like you should have enough to just shut him out even from your natural, even if its from 1 base it will take a little time before stim hits and FF >>>>> Marines

You should even be able to hold your natural with gateway units and and maybe an immortal or two against a build like that tbh. Just leave 2 stalkers in your main to defend vs reapers.
3rax stim is a pretty terrible all-in. I've seen kcdc hold it in close spawns on antiga with just 2 gates worth of units while teching up to templar.

ye you made my point better , as a terran player i dont even consider an all in without any kind of air or mech composition becouse after gold league a protoss will have good enough control to know how to scout and FF at least decent.
miss the good old days when i could just stim and win from 1 base
