Fast forward to 10:00 and put it on slow. Keep the very tip of your mouse on the circle on the ground under the void ray (the circle which lets you know where air is actually over) in the direct center of it and don't move it. Pause the game if your can't do it fast. At around 10:10 to 10:15 my Void is OOR of the Missile turret, on hold position, and it targets an SCV moving. Pay very close attention to the circle under the void ray. The void ray moves closer to the SCV while in hold position just enough to be in range of the missile turret. It doesn't say Hold Position because It's attacking but I'm 99.999% sure I did hold because I wanted it to sit there OOR and rape workers and the 1 by 1 marines he was making while I got some tech/army. I didn't touch the void ray in that time either.
At first I thought he had researched missile range right at that moment but he had researched it much earlier (like 9:45).
So void rays move when targeting moving units when holding position? It didn't even kill the SCV so it will follow any target a little when it is attacking or something. Maybe it was in the attack animation and had to follow to complete the attack? All I know is this very well cost me the game and Rank 1 gold and I want everyone to be aware of this issue. I don't know if I should ticket this to Blizz because it seems like a mechanic that won't change. Anyway watch your void rays closely they might start getting dragged around... this probably applies to the new phoenix as well.

Yeah, that's definitely possible, I had the same problem a few times, but I was never sure if it wasn't a problem on my end.
Possible explanation: They have smaller range for acquiring targets than for targets that are actually already under fire, so they may consider moving for the new targets as part of their behavior.

what it does was move a small small distance, like less than 1/2 of a geometric space (like a pylon is 4 spaces) and when it targeted the marine it moved back. Maybe hold position limits the units to the single tile/space they are on which allows for small movement. Regardless it is irritating and further testing is needed. If I am able to OOR a turret and I say HOLD I mean don't move into range you stupid void ray... sigh... got R1 back but still irritated.

The void ray can move while attacking. It probably followed the SCV even on hold position due to a bug.
(i.e. the "hold position" command only preventing internal move functions, and the internal attack function of the voidray's is capable of moving the unit a little without calling the move function)

I recall air units usually drift when they hold position.

Air units do drift when placed on hold position. Just group up two or three air units, tell them to move towards eachother and use shift to queue a hold position command. They will move to the point and "space out" so they don't have overlapping models. All that needed to happen for your void ray to move was some building or unit caused it to try to fix it's overlapping models. I don't know if this is exactly what happened in your replay, but I expect there are numerous other things that cause air units to correct their position. Unlike ground units, actual issues can arise from allowing an air unit to statically occupy a single location.
