Well with the serial killer taken into account it is like 35% mafia vs 50% town on average. With the rng, that means that half of the possible setups are going to swing in even worse than 35/50 so even if it doesn't swing that far, its possible for you to end up in a setup that may be something close to 30/60 where one faction has twice the chance of winning as the other.
The sample size isn't great, but even TL's assortment of minis where hosts balance the game however they see fit with whatever normal roles are considered acceptable come out to a more even split on average. I suppose individual games may swing just as bad though, but those are the ones that you try to avoid.
On this site at least, rb notifications are quite common and medic save notifications are very uncommon. I think medic save notifications happen somewhat more on other sites.
I'll be honest and say I didn't pay too much attention to balancing the game. Went with some standard roles and figured it'd be fine. I also wasn't aware the miller was self-aware, so that was my bad. Koshi makes a good point on vigis clearing bad towns and that's something I learned this game.
Koshi's still bad for presuming cell is strongly mafia favoured though.

Last question on balance for you Koshi - notification balances, do hosts tend to split up save or RB notifications to help with balance? I mean if you tell a scummer or a town that they were saved or even tracked (if a tracker obv applied) or something, that could spoil things, I dunno...
More information = better for town.
Notifications can be really strong, so don't take them lightly. For example letting both doc/saved person know they are saved is pretty insane. But if scum knows this, they need to play around it. Which might be a serious pain in the ass.

I notify for Rbs but rarely medic saves. scum can control who they RB so they have the option to use it or not user it as they will. medic save notifications too strong imo
