I'm a bit confused about the rules, do we have lynch, and if so do we have to lynch someone every year?
Also, what's the places with the suns and how is it different from places without suns?

It's diplomacy rules, a link in the OP gives a very good rulebook on how to play. Also:
Time Cycle: This game is divided into the traditional Diplomacy Spring, Fall, and Winter phases. Each set of Spring, Fall, and Winter phases makes up one year. The game begins in the Spring of 1901. There is no traditional day/night cycle. Mafia-type actions occur during various winter seasons. Lynches occur every third winter (1903, 1906, 1909, 1912), and all other role actions occur on even winters (1902, 1904, 1906, etc.).
Spring Movement: 48 hours Spring Retreat: 24 hours, or as soon as I get all retreat orders Fall Movement: 48 hours Fall Retreat: 24 hours, or as soon as I get all retreat orders Winter Adjustment: 24 hours
In case I am not able to post around deadline, any votes after the 48 hour mark will not count and the game will be put on halt until the night post is up. Currently the deadline is 8 PM EST, but that is subject to change.
The day/night cycle can be ended before the official deadline if I have consent of all players. Players can send me this consent via PM.
Kinda funky how on 1906 we get to lynch and role actions are sent in as well. I'm assuming mafia actions will occur with other actions, which means "night" actions occur more often?

This is stated in the OP. You are allowed to lynch every third Winter (1903, 1906, 1909, 1912). You may place your vote anytime up until the deadline (which would be at the end of Winter 1903).
Territories that have a sun in them are Supply Centers. Territories that do not have a sun are not.

Sorry for massive inactivity thus far, have just done two extremely long and tiring days at work which have led me to well, crash almost instantly upon getting home. Tommorrow I should be active in the morning/early afternoon but work sunday night and monday morning. This weekend is my wonkiest of hours this week, so hopefully I can be a bit more regular with my posting in the next few days.
I do notice however i am not the only one almost completely absent, bleh.

ok this was bad just got off a plane flight from Boston, ready to be confused by Diplomacy rules
@bum: I don't really want to engage in fight in our first day cycle (?), so I think I'll move my army to Bul.
But I've never played Diplomacy before, so I'm certainly looking for advice >_<

LSB's Little guide to diplomacy! Diplomacy is a strategy game. The basics.
Each country can only have one troop on it. During a season (Spring and Summer), a troop can do only one action. The actions are move, attack and support. Read the OP to see what these are When its winter, you capture any supply centers your standing on. So try to get a supply center on the fall turn.
Tips: Don't attack LSB Predict your opponents actions. Make sure your plans still work even if something goes wrong. Make sure your using all of your troops.
