Yes it can, but it has been a fairly effective playstyle for European teams for a while now. Unless the enemy team has a very good scaling team, it is very effective at winning games by starving your opponents of their resources.
It's not fun to watch unlike NA baron throws, but it's definitely effective and what European teams are comfortable with. At least they have a very methodical approach towards the game. Most garbage NA teams just derp around and throw at Baron. Which is why it's super unpredictable and fun to watch.
