I am going to clear up a few issues here.

When Riot started, there were about 30 people I think. They had no idea how successful they would be. So they used Adobe AIR since it was simple and quick to use. Also meant they didn't have to put up a lot of money for proprietary code. But it also meant they had a platform that scales very badly. They are in the process now of slowly moving to new code instead. The move to RADs was one of the first steps. It's still on-going. But a complete replacement of the Adobe framework would be a nightmare. It would literally mean rewriting the entire client. (It is being worked on... but painfully slow).

Pretty much this. They're really overworked atm. They only recently set up NoC C4. Until 3 months ago, there was only 1 dedicated engineer for patches. A year ago there was no dedicated engineer for patches. Go to the Riot Jobs Page. Look at those jobs. That's a crazy ton of jobs, especially given the economy right now. They really, really need people.
If you guys know anyone looking for a tech job and who would be interested working in the video games industry, recommend them to Riot. If they want to apply as well, give me a shout as well.

Its in between games but I am seeing crowd shots (from different cameras) on both streams right now. Do you have an ad-blocker on? I believe I remember issues with mlg streams and adblockers in the past.

Just wanted to take a look out of curiosity and, holy shit, you can really scroll down for a while. Maybe Riot should actively advertise their job openings? I've been around LoL for a few months and this is the first time I'm seeing somebody talk about this.

They do advertise them quite alot actually. Check the dev traker on the League forums from time to time. There's usually a post a day about some job opening.

I do not see what this clears up. PTR can be used for anything. Stress testing using PTR is actually a really good idea. I mean, there were a lot of bugs found during the old PTR(with champions and what not).
I'm not saying it's an easy job for Riot to be doing what they are doing. It's just highly embarrassing as a fan of the game(not to mention disappointing to not watch these games), and as a supporter for Riot to show this type of result.

It's just that finding the right kind of people is difficult. Well, there's a huge banner on the main LoL page and around the place. But for a game website, the focus should generally be on the game.

1) Reveal secrets Riot does not want to show, like Dominion. 2) Create additional stress on the Live Servers when they really can't afford to do so. Just look at how WoW PTR servers go down a lot. Also, note that LoL has (I think) now surpassed WoW in terms of player base. 3) Only stretch Riot Tech even further since they would have to maintain internal and larger Live Servers.
The real problem I believe is how stretched Riot Tech is right now. They do an awful lot for such a small department. If Riot had double the engineers, I think this would be a feasible idea.

Adobe AIR isn't horrible...did they make whole game via AIR or just launcher, connection etc...? Cause it shouldn't be overused...

No, it is horrible.
Only the launcher/client. The actual game is not written in Adobe AIR.
