Game speed changing to real time also means all game values that are related to time also must change. Eg. When we say a cooldown of an ability is 5 seconds, we want that to mean 5 seconds.
This means all attack speed values, movement speed values, cooldown times, research times, upgrade times, and unit build times will all need to be re-memorized
Does this mean they basically slow the game down a bit? Right now these "5 seconds" are in fact less than 5 real time seconds. To me this paragraph reads like they keep all the basic stats, but make it real time. Which would lead to a slower game, no?
They'll translate 40 seconds Blizz Time Build time to something like 30 secs Actual Time, If I understand correctly. At least, if you look at it that way, the memorization part makes sense.

The speed is on "faster" but instead of it saying 17 seconds to build an SCV it will say 12.

Hm yeah if we talk about memorizing numbers i agree. I thought they maybe talk about the "feeling"
If you use the game clock, you’ll notice it’s ticking much slower in the Legacy of the Void beta. We’ve changed the rate of time passage to match what you’d expect from a regular clock. We’re trying this out due to our community having asked for this feature, and also because it’s a bit confusing to not have the game display real time. Woah, BIG technical question here. Is the game essentially being changed to run at normal speed? As is, "normal" uses a tick rate of ~16hz, but Faster runs at a tick rate of ~22hz because they speed up the game tick rate with the game clock so that simulation remains identical.
If the tick rate is being ran at 16hz, then performance would go up (and not only would there be higher FPS in general, but less slow frames coinciding with game ticks making slightly jerky motion and small input lag spikes) but i guess the simulation would be slightly less accurate.
The other possibility would be just making the base tick rate, like amount of ticks in 1 game second, be ~22. Then it would run pretty much as it does now. I'm really curious which one they chose

Exactly, now they can buff stalker's damage/aa/whatever without risking screwing things up because adpet will be more of a fighting unit. That, and viper aa spell looks scary good vs phoenixes. I hope that made sense
