In that case it's a lot less impressive, but still pretty good. One second of CC would be reduced to a little over a third of a second.

Maybe not worth a keystone and another tune though.

PASSIVE: Basic attacks versus champions apply stacks. Attacking a new target removes all stacks from the previous target. At 3 stacks, the target takes 30 - 120 (based on level) bonus Ability powerAttack damage Adaptive damage and is made Vulnerable, taking 12% increased damage from all sources for the next 6 seconds.
Basic attacks against a Vulnerable target do not apply stacks, nor can you apply stacks to another target while one is Vulnerable.

I guess this was updated? Doesn't seem as great now that I know you can't apply it to multiple people at the same time. Seems good on a select few though. Leona and probably Lucian comes to mind. Renek probably does too but I'd have to see math on how it is compared to before since fervor was pretty damn good on him.

The change to hunters makes Rammus's clear so much better and so much easier. With that bleed you can go raptors red krugs quite fast and gank bot at high health, or full clear without backing by going red krugs raptors and loves blue group. Red raptors blue gank mid top also works, although that always worked. What's new is a good way to gank bot while starting bot side and a good way to full clear if you don't have a good gank opportunity.

Still working my way through new runes and trying a get a quantitative sense of what they do and how much they ought to be worth. I'm about two thirds of the way through calculating implied gold values for all the runes (to be fair this is an inexact science). One thing that jumped out so far is that gathering storm might just be a little bit bonkers. 0-10 it does nothing. 10-20 it's a perfectly reasonable non keystone rune with value in line with other runes. At 20-30 it starts providing keystone level stats. Once you hit 30-40 minutes it's worth noticeably more than most keystones. If a game somehow exceeds 40 minutes it's just unreal.

The last case is pretty rare, but most games last 20-30 minutes and having two keystones is a huge boost. And a decent number of games have their final fight in the early 30s, and the 30 minute power spike is really big.

At 20-30 minutes, gathering storm gives 14 ad, or 24 ap. I wouldn't call it keystone level stats. Sorcery trait alone is about as much stats.

The problem is that the game might be decided already at 20 minutes. That being said I don't think there's that much opportunity cost to Gathering Storm, so I usually take it.

It is awful on leona wtf? Not only are the other runes useless on her but you also get 18% atk speed as stats which is just lol.

This is really good on rageblade users. I thought it was a meme but after seeing vayne absolutely destroy people I am a believer.

I didn't really think of the secondary runes, was just thinking keystone. I can barely remember where certain secondaries are lol

if we think purely in terms of keystone it sounds solid because you can just auto q auto to instant proc and your whole goal is to burst 1 target

but yeah obviously if the secondaries are shit you don't want to get it

also yeah rageblade sounds good with it but why vayne in particular? true damage isnt even boosted on it

People get caught up in the true damage on vayne but its not even most of her damage, except against mega tanks.

Though i feel like shes not too great now because of how important range is for adcs with all the huge damage on assassins.
