Here's the thing: CDR doesn't let you instantly blow up someone.
Don't get me wrong, I have been a big advocate of high CDR builds since Season 2. I really enjoy such a build. But unlike AP, high CDR requires you to survive long enough to get at least two cycles of spells off. Burgerking in that game was against Irelia and WK - when teamfight started he was basically running away for his dear life because the double Morello's offered him little in defense.

wat. if that was true you would build randuins....Damage is definitely the most important thing on a mage, especially if you can blow your whole load in 3 seconds and after that it matters even less if you die.
CDR can actually work as a defensive stat though, most mages have an escape or a CC skill that they are very vulnerable when its on CD. More CDR means more uptime and safer play.

I would build RanduinRs but the randuin's' but the slow aura range is a bit too short for most ranged mid laners. Also, most mid laners already offer a good slow. Also the scaling on Randuin's is a bit less than ideal when you are focused on offense.

No-one builds survivability on the champs they go 2x Morello It's usually 2xMorello vs earlier void/dcap
Biggest strength of the build is the build path means you get CDR earlier rather than mregen/pure AP

Basically around half of the +AP items also offer some resist or health.

Bigger reason for double morelo is that one just lacks the mana regen for a lot of champions and athene is just meh atm.
Said champions also suffer damage wise very hard for going tanky it's not a coincidence everyone focuses on doing damage and not living while doing nothing...

Are you talking about 6 items? The point of 2x Morello is the 40% CDR spike compared to the normal path of Nomicon -> Void/dcap Nomicon + CDR boots also works, but the 2nd Morello allows for more cost efficient AP at the cost of the wasted slot (and delayed third item)

What AP mid are you recommending go banner of command for a defensive item? It seems woefully out of place on the list.
