garens late game is about maximizing his silence and being scary looking, whether or not thats enough to be better than other tanky champions depends on the value you put on his silence compared to everything they can do.

when you pick garen you are picking him knowing he falls off late compared to his early and mid game power. if you pick him expecting him to scale into the late game just as strong relatively as he is in the early and mid game, then you are making a mistake drafting him.
