Sivir nerfs: The way it's written on RoG it's absolutely an overreaction but given it has 10 base damage at level 1 I'm willing to bet that they changed the ratio to be total AD instead of bonus AD.
Also: The diffs on RoG have "0.5*AD" in the "old" column but her Q has a 110% bonus AD ratio on live, which makes me think they don't actually have correct ratios on the ability.

How do you deal with captain's boots Malph doing an ult-initiation on your team? Really, Sivir's ult is 60% MS buff decreasing to 20% over 4s, so it's around Shurelya-level, then stays at 20% for 6 more seconds, which ensures you get away or helps you chase.

The active doesn't give anything else. If the enemy team can disengage, or is stronger than you, or has strong counter-initiation, or you want to dive them entranched under a tower, it won't do anything.
You have to account for it when you want to dive her team, or when you're playing Dora away from your teammates. Sure. But that's nothing new, it just happens more often than in earlier s3 now.

Yeah, I really don't get why Sivir is getting nerfed. She has pretty poor single target damage, and her blades shouldn't bounce to the back line. I really don't find her to just be beating the other ADs to warrant a nerf.

Sure it's compensated by having less diminishing damage per target but 60 base to 10 base damage with no corresponding change in AD ratio is absurd.

Her ult is leagues above Shurelyas and captain boots. It let's you travel effectively 3-5x further than when Shurelyas is active and the easiest way to play against captain boots malphite is to play ranked (when's the last time you really saw captain boots beig bought in a semi-non-troll game? Imagine if every member of the team had a Shurelyas in S2 and that's Sivir's ult. It is way different than a team having 1-2 every game like before. Sure AOE slows/stuns can stop a sivir team, but realistically, there are very few champs that off that air slow potential that are commonly picked (don't know why you mentioned wither). Dissonance is pretty easy to avoid outside of the jungle. I can only think of Ashe, Zyra, Varus and Rumble as the common picks with AOE slows/stuns and less commonly Syndra, Veigar, Trundle, and Anivia (I'm sure there's more). Is Sivir overpowered? I can't say but her ult isn't nearly as easy to escape/avoid as you make it sound.

Riot's argument is that doing the 5X vs 5Y on Summoner's Rift makes game more interesting, as it poses questions like, "how do I jungle on Annie?"
You can still do 5X vs 5Y or 5x vs 5X in custom games, you just won't get as much IP for it as it's a custom game, not a "official game mode" like the others.
