Ezreal only became popular when people discovered W max first. Then riot buffed his Q to discourage W first.

All of you are also completely discounting his pretty significant mana cost buffs, which really really helped him out. Corki and Graves also got pretty significantly nerfed leading up to Ezreal's surge in popularity, which definitely helped Ez see more play. But it was mostly the mana cost buffs that made him get picked up as a staple pick.

I dunno, Graves' animation gets me a bit because he's pretty much standing still prior to hit, compared to other ADs I've played like Ashe or Sivir with a less "stiff" wind-up. Obviously MF, Cait, Corki, etc. have a very snappy animation too, but I don't play them as much, so it's really Graves that got me. I'm pretty sure the first few frames of his aa animation are actually him standing idle before he starts moving.

if you're forced to use up 2 bans to force a champ to work in lane, there are usually better picks. At this point ez is viable mid pick cuz you no longer need to use bans to make it work without getting shat on.

Champions which have been viable for a very very long time competitively
Top: Shen, vlad
Mid: Ori, karthus, ahri, TF, maybe kassadin.
Jungle: Competitively, the only jungler who's pretty much stayed in through all the changes was Lee, and maybe nocturne for certain comps. J4 wasn't a jungler who was really seen too much in S2.
ADC tends to change with the patches.
Supports: Sona, lulu and blitz are the three common ones.

J4 was super strnog during metagolem and then when metagolem got nerfed there was teh standard ~1mo period when ppl forgot about him but he made a return pretty quickly after that, both in jungle and solo lanes. maybe not as much now but he was far from a rare jungle pick in s2

At least this last Nerf to defile makes sense. The wop and ult CD changes were dumb and didn't address the issues.

try wit's end. Crazy synergy with her passive, and the AS just makes her out trade pretty much everyone. I usually get it as a second item after nashor's.

This is the skirmish/dueling build. It's not a good teamfighting build. You deal absolutely nuts damage onto a single target(~1.5as with ~150-200 onhit magic) because the magic portion might as well be true with the amount of MR you can shred.
