If your ideal full build includes two AD+armor items, you can do just as well with getting a BT+randuins.
And even AD carries will typically get 1 fully defensive item, so I really don't see any case where you'd want some armor but not want a full randuin's for some reason.
(Yes, I know randuin's has health, you can substitute thornmail/FH if you really want to even though randiuns is just so much better in most cases)
I guess what you really want is an AD+armor option that has the insane cost-efficiency of hexdrinker. Hexdrinker isn't good because it has hybrid stats, it's good because the stats are so damn efficient. And I'm not sure a super-efficient armor+AD option would be good for the game.

I disagree with the following premises:- It is a problem to have a dead end item.
- It is a problem to sit on an unfinished item forever.
- It is better to have more options.
Basically, we have a disagreement at a fundamental level.
I have a couple of questions for you that might help illuminate matters.- How much Armor and AD does our hypothetical bruiser need out of their 1465g?
- Can you name one bruiser for whom Randuin's, GA, Frozen Heart, and Thornmail are suboptimal items?

NEW passive with kill streak: 1st kill = 100 stacks = 300 gold 2nd kill = 0 stacks = 0 gold 3rd kill = 0 stacks = 0 gold (total=300)
Essentially if you would steam roll their team with a PENTA you get the same gold only now you only have to get that first kill to score the same amount of gold. It levels out if draven ever falls behind so that he can cash in his stacks to catch up as long as he gets at least 1 kill before dying.
If draven is going 10-0-0 in games then there's really no difference from old to new passive. If draven is going 5-5-5 in games then its a great buff to keep him from snowballing behind.
This puts more emphasis on getting that first kill in your lane, allowing you to snowball faster!
TL:DR It's a moderate BUFF to his passive, nothing game breaking.

I think this is a bit much to say. If you have an MS advantage on irelia or Jax and get an opening, you can pretty much auto them all the way til they hit tower because of the huge MS disparity. You'll get fewer autos in comparison to a best case scenario phage, but compared to a worse case scenario phage, it's really, really good.
