Fizz with the 30/0/0 ignite barrier red pot setup beats most people. Riven&Lee are also really strong. Level 1 I'd probably have to go with darius. Passive is far too strong to duel down at that level. Level 2 I think the crown goes to one of fizz riven or panth.
Riven / Darius level 1 for sure out of anything you would see in top lane. Both their passives are so op at level 1. Panth has a pretty strong level 3 all in and fizz is just fizz.
I have seen a lot of lee sins who think they can trade vs my darius at level 1 when we both take w first, it is hilariously 1 sided in darius favour.

randomly decided to play her a week ago and just rofl stomp with her. (8-2 since I started playing her). Her level 2 burst is so strong. Because her range is god awful, lacks a real escape, and lacks any form of cc. I love her, but she's bad. She is a bursty aoe adc with team utility. Her spellshield along with her ulti is quite defensive/escapy enough. She's definitely not bad, though I wouldn't name her top-tier due to aforementioned range issues. She's a niche carry. Spell shield's cd is too long to be good at low levels because pretty much every other ability in the game has a shorter level 1 cd. Her aoe can be hugely diminished as long as your opponent stands behind creeps, forcing it to hit multiple targets. Yes, if you take somebody by themselves at levels 1/2 w/ both hits it does crazy damage. But they're playing terribly if they give sivir that opportunity. She lacks the tools required to be a real ADC compared to the rest of the pool. Can she win? Of course, spell shield, despite its cd, crushes noobs. But almost every ad has a noob crushing ability. You make very general statements, but they apply to all the other adcs as well. You're not gonna stick your chin out unless you have your cooldowns. For example, I main Tristana, and her rocket jump happes to have the same cd as spellshield. Anyway, how you apply Sivir in lane is no different from other adcs, it depends on the other three people in the lane. Her main issue in my opinion is that her short range and limited mobility makes it difficult to dish significant damage in teamfights, though her ulti brings more utility to the rest of the team than any other adc.
I speak in generalities because her problems are very obvious, general ones. A short range means automatically having difficulty in lane. No real escape tool means ganks are that much more effective against sivir. You compare Rocket Jump. That's a move that can be used to engage or escape. Sivir can pop her ultimate and just run at you or away. You mention not sticking your chin out, as an AD with the shortest range she basically has to just to cs. If you have to farm w/ Q then you can't harass and you'll run yourself oom.
She is a bad AD. It's just that simple. I don't know how you can defend her. You like her... congrats, so do I. I play 2 AD's: Ashe and Sivir. Just because you or I like her doesn't suddenly make her viable.

Apparently it's a joke in Korea that lvl2 Wukong is stronger than lvl 3 Wukong.

Yo guise what happened to Kayle? She dropped off in popularity before the nashors change, and with the new nashors she's pretty gdlike.

Having shorter range does not automatically maker her bad in lane. She needs to be played offensively and she needs an offensive support, same as Draven and Tristana. If they try to trade, you can and should punish hard, the fact that you practically can't be stunned basically makes her a counterpick against supports like Blitzcrank, Taric and Nami.
She has favorable comps, like the other adcs. She may not be top-tier, but imo she's definitely viable.

Make Sivir R fluid so that she doesn't have to stop to ult. Instead of mana returned for blocking with spell shield, Sivir should gain 10/20/30/40/50 range for 6/7/8/9/10 seconds. Or something.
I am also interested in hearing the details on the Amex prepaid card. I will totally get one cause I will be in the market for a new bank/debit card when I get back to America. Might as well rack up the RP.

You know, there are a few oldschool champions that could be noticeably improved by just removing silly cast times on their abilities, Sivir being a prime offender.

she was starting to lose lanes before the nerf, then she got nerfed. she really has no way to threaten mids with good range and she loses trades to a lot of the melees. The lack of amp on Q made her take more items, where before she used to truck people with Nashor's + Guise.
She still has good lategame potential, but her damage is pretty low early so Koreans dropped her and in turn a lot of people with their eyes on OGN dropped her EXCEPT the manliest of men Vileroze that is. Honestly she'd probly still be good in NA LCS where games go a bit longer.

Unfortunately skipping into the bush does tend to make the opponent back off a bit

She's still godlike in YoloQ, that's a start.

I have seen a fair bit of kayle recently. She seems to be peoples go to anti zed pick whenever I play zed mid. Since the nerfs though you can bully kayle around a fair bit.
I'm surprised how badly kayle went out of favour in the LCS scene though. The ult can be team fight swinging and I imagine kayle has a decent 1v2.
