Even though I'm sure I'm in the doghouse for being involved in all of the shit posting, there's a right way to be silly and light-hearted, and a wrong way. A couple posts here and there messing around has ALWAYS been ok in GD, but when it's mostly silly posting interrupted by a flurry of actual discussion before going back to silliness is not the way to go about it.

But what makes this forum so great is that it's pretty much the sole bastion of intelligent discussion and theory-crafting around competitive LoL. Tangents and silly posts have their place, but they should be used sparingly. Above all, I think this sub should be (and is) a place to help make yourself a better player by discussing the game

No, its actually not really close.
Pantheon will be able to block two of Rivens enhanced auto attacks. That and Spears straight up do more damage. Pantheon starts with 520 (450 minus ignite) HP, Riven starts with 500 (430 minus ignite), Pantheon has 54 Base AD, 20 armor (attack speed of .679), and Riven has 56 Base AD (attack speed of .625), and only 18 armor.
Assume both use same rune page ( 19 armor, 7 AD, and 12 arPen)
Assuming Panth gets two spears, and Riven gets all three broken wings autos off, about 5 seconds worth of combat. Panth (5s*.679 hits/seccond = 3.3, so 3) * 61 = 183 AA 2*(65+7(1.4) = 150 Spear 333 Damages * 100/(100+37-12) = 268 Damage after armor
Riven (5s*.625 hits/second = 3.1, so 3) * 63 * 1.2 = 227 AA 3 * (30+7(.7)) = 105 Broken Wings 332 Damages * 100/(100+39-12) = 261 damage after armor
Even regardless of Pantheons shorter cooldowns, Passive, larger HP pool, auto attack speed, Speed and AA range (which kind of negated by broken wings I suppose), higher health regen, and the fact that Q's 600 range means that in order to even start a fight Riven needs to eat a spear getting to panth, Pantheon hits harder during the 5 seconds of fighting where Riven at her best. After Third broken wing she stuck with no abilities for 13 Seconds, which means in that time she'd have to eat another three spears, and in 13 seconds Pantheon gets 8 autos and Riven only gets 7. If Riven commits to a level 1 brawl with Pantheon she will die unless Pantheon got outplayed hard.
So, TL:DR Pantheon beats Riven level 1. Hard.

AFAIK Riven's vs Pantheon involves using your spammable shield to outlast his mana pool, then having a real combat ult at 6 instead of a global presence ult.
iCanada's math is pretty solid, here. Spears > Broken Wings.

Well the main issue in the first place is that Riven can't choose to fight Pantheon level 1 unless shes willing to jump into a bunch of minions whereas Panth can spam Riven with spears from behind his creep line everytime she tries to take some CS. Either way, Pantheon matchups are always all about outlasting the mana pool, and then outscaling anyways.

the TB thing wasn't really a silly tangent, it was frothing and bilious. Not the first time people have gotten worked up about him for some reason.

I did take screenshots of one of my gold to platinum promos because I thought the teams in one of the games were so horrendously unbalanced it defied reason. Teams were like:
3 plat V's and 2 gold 1's against 2 diamond V's, 2 plat 2's, and a plat 3
One of the diamond 5's was platinum within the past 2 weeks and was still rising, so it's not like his elo was severely mismatched from his division either. So unless the other diamond V was like silver 3 in elo, these teams made absolutely no sense.
Rest of the games were mostly golds with a few low level plat's mixed in. I burst out laughing when I saw the teams for that game though, I was like "well, this is gonna be a massive beatdown one way or another. We got spanked so hard, I still remember how awful it felt to have to deal with the Blitz and Shen in that game.

promos are exactly like regular matches. I can't believe how hard it is to get the idea across that leagues don't have any impact on anything, they're just a filter the game presents elo to you through.

Thing is, we went from cheery off-topics and sometimes excessively oblivious (fish-puns) silliness, to actually posting off-topic almost for the sake of being off-topic. It's all good and fine when we pleasantly mention the Pokemon tangents as some kind of inside joke and all that stuff that ties a community together, but when as soon as anyone mentions it the next post is somebody feeling obligated to start said tangent, it ends up being excessive. Apart from the TB thing, there have been several discussions these last few days that were practically meta where it was genuine when it all started. Once you've reached that threshold, it can very easily get out of hand.
TL;DR: "Pokemon talk" was moving from a nice community quirk to a (bad) meme.

Does anyone really come to the GD thread to get better at the game? Because I thought it was just the place where people who liked LoL gathered to hang out.

Well you just put the nail in the off-topic coffin with that post. It's both, but usually it's leaned toward the first. If you got that idea from yango I think it's pretty clear he's the only mod that feels that way.
I had myself temp banned for six months so I'd stop reading because the thread was all about pro player drama for a while, which is basically the same post quality as fish puns, but fish puns are more fun to read. I like off topic sometimes, but if it's coming in overwhelming quantities I just tune out. It's going to take a lot more of this kind of talk than of some kinds that are 'sanctioned' like complaining about what somebody efamous said on twitter about lol to turn me off though, I don't mind if pancake talk continues.

It is window dressing, but if you keep advancing, you're going to tend to get matched up against harder opponent. If you're in your promos, your mmr probably went up recently, so you're going to get matched up against harder opponents on average. Yeah the series itself is artificial, but if someone thinks to themself "I'm meeting tougher opponents in my promos than I was before" I don't think that's an insane claim to make.The games won't be any easier after the series, but that's a different issue.

it has nothing to do with you being in promos though. It's like saying "well i won and got over 1400 elo and I noticed my next few games were unusually tough, I think they match you against harder opponents at the hundred marks to be sure you deserve it."

I told you guys I knew what was gonna happen. I much prefer the strictness of moderation to what the forum devolved into over the past couple of weeks. Its what TL as a website is based on. You're ignoring the fact to get to a promo match you have to have some spike to get there. It's more comparable to rising 50-100 elo, not actually being good enough to be where you belong, and going "Gee, these games are hard." And then losing more often than you win until you actually get better.
Who cares if it has nothing to do with the promo series itself. You get better, you face more difficult opponents. The end. Observing that when you hit your promo series is probably a placebo effect more than anything, but if you're legitimately getting better you're going to notice your opponents are too. Some matchmaking conspiracy doesn't exist to put you with weaker teammates, but if you've played enough series it starts to feel like it at some point if you're where you belong.
