morellos->dfg=huge burst damage and 34% cdr means that tibbers is up every 80some seconds
also 9/0/21 + distortion boots for flash cdr

I build her differently, but yeah, rank 3 tibbers is like 40 sec downtime on the bear lol.
I also go 21/0/9, but yeah, distortion boots real nice on lots of champs. I also like Alacrity on her (Viktor too).

My champ pool is only 450ip champs like annie, but I never find the need to play her in mid over options like Ryze/Kayle. This looks really fun and simple enough, but I'm wondering if you guys have tried it out + how it fares in the meta.

I'm sure it works. I think Soloside plays her with MS quints.
I run AP quints personally.
Since Annie's remake, a lot of her power resides more in scaling, so you'll probably be damage light later in the game unless you get uber fed. But early on, this build works because it's gimmicky and it's soloqueue. If you don't manage to really snowball yourself or a teammate, you'll likely be behind later on.
I've never tried it personally (the build I run on Annie works very well for me - if it ain't broke, don't fix it), but give it a shot. Play it in like 10-20 games. Decide if you like it. If not, then modify it.

I thought the only Annie change is a buff on Tibbers' Health, and the buff is most significant at higher levels of the spell? That isn't really laning phase anymore...

No, they changed the way the stacks work. Instead of starting at 1 stack and counting up to 5, you start at 0 stacks and count up to 4.

E that early hurts your burst damage a lot. I think E at somewhere from 8-10 depending on the game is more common.
