Ice Whipper(This isn't the name at all, name suggestions?). Sort of a baddie / evil person, probably Lissandra's ally. 600 range. Has a smaller, more normal whip in one hand that she uses for basic attacks and another, larger frosty whip in her other hand that she uses for her skills. She is a combo-based champion that is centered around spell combinations and good timing. Passive: Chilling Barrage Ice Whipper's spells all have a 1 second delay after they've been used before she can cast spells again. However, her spells can all be cancelled into her other spells. Canceling a spell into another will cause the canceled spell to have a bonus effect. Has 3/5/7 max charges and gains a new charge every 28/20/12 seconds. Consumes a charge and grants the bonus effect even if the first skill didn't go off(or you canceled too fast). Q: Ice Whip 40/50/60/70/80 mana 700 range, 325 radius, 900 on the pull. 40/55/70/85/100(+0.2/AP and 1/2/3/4% of enemy's maximum health) magic damage 22/20/18/16/14 second cooldown Deals double damage to minions and monsters. After a 0.5 second delay, Ice Whipper Swings her frozen whip at the target area of 325 radius, causing all targets to become frozen solid(like a stun but unaffected by tenacity) for 0.5 seconds, after which it applies frost and the targets are slowed by 30% for 1.5 seconds. She gains a single target skill for 0.5 seconds that can only be used on champions that are frozen solid. This second activation also uses 40/50/60/70/80 mana. When applied, she deals the damage of the skill to the target champion for a second time, pulls the champion towards her current location, making the target spin while being pulled. Disables, the duration of the pull depends on the distance the opponent is from her, pulling at 400 units a second for a maximum of 600 units. Tenacity doesn't apply to the pull but it can be cleansed. Using the pull places a buff on the target that prevents it from being pulled again for 7.5 seconds. When canceled into from another spell, deals 100% bonus damage on the initial hit and refreshes Glacial Lash(E)'s cooldown W: Frozen Tornado 80/90/100/110/120 mana 350/425/500 radius centered around herself 80/100/120/140/160(+0.4/AP) minimum total damage, 160/200/240/280/320(+0.8/AP) maximum total magical damage 16/15/14/13/12 second cooldown When the skill is first activated, the Ice Whipper begins to charge the move and holds her frosty whip above her head and it begins to increasingly flash with icy effects. After 1 second and 2 second(automatically releases the skill after 3 seconds) threshholds the whip flashes very brightly and the skills's damage becomes multiplied by 1.5 and 2.0 respectively, affecting the base damage as well as the AP ratio. The radius of the attack also increases by 125 per second of charging. She can move while charging and can also use basic attacks while charging. She can cancel into other skills while charging, but the mana will not be refunded. This skill will not go on cooldown when another skill is used while charging. She can flash while charging, but she will only hold the charge after flashing if she's fully charged the skill(so she needs to be in between 2 and 3 seconds). When fully charged, the skill deals an additional 25% damage to targets that are movement impaired in some way. When the skill is activated for a second time or goes off automatically, she swings her whip all around her instantly for 20/25/30/35/40(+0.1/AP)- 40/50/60/70/80(+0.2/AP) damage and applies the same amount of damage every 0.3 seconds to a total of 4 times, with the final tick at 0.9 seconds knocking them a 450 unit distance away from her over the course of 0.5 seconds. In addition, if the skill is charged to the maximum, she will apply frost on the enemy for 2 seconds, slowing them for 30% for the duration. The attack and charging will both stop if she is CC'd during either. When cancelled to from another spell, reduces both the charge time and the cast time to half their normal amounts. In addition, hitting an opponent with the final tick of the attack refreshes Ice Whip(Q)'s cooldown. E: Frosty Lash 40/45/50/55/60 mana 750 range 40/60/80/100/120(+0.3/AP) magical damage. 6/5.5/5/4.5/4 second cooldown Ice Whipper uses her fosty whip to lash at a single target, dealing damage to it. Deals 50% bonus damage and has the damage spread to enemies around it in a 325 radius if it stikes a target with Frost applied to it. When canceled to from another skill, causes her next basic attack to deal a bonus of 30/50/70/90/110(+0.25) magic damage. In addition, she can now activate her Frosty Lash for a second time to snare her target for 0.5 seconds and pull herselt next to them. R: Glacial Blizzard 150/200/250 mana 800 range, 500 radius 200/300/400(+0.7/AP) magical damage over 1 second. 180/150/120 second cooldown Can target a single enemy target. Ice Whipper lashes the target so hard with her frozen whip that the target will have Frozen Solid applied to them for 1.5 seconds. In addition, for 1 second, icy needles begin to rain down from the sky, every 0.1 seconds, damaging enemies and applying both Chilled and Frost in the area over the 1 second duration. Chilled reduces the enemy magic resistance by 1/2/3 per stack, stacking up to 10 times for 3 seconds. In addition, each tick of Glacial Blizzard deals 50% bonus damage to targets with Frozen Solid applied to them. After the initial whiplash, Ice Whipper is able to cancel into any other skill without the icy rain being interrupted. When canceled to from another skill, refreshes the cooldown on Frozen Tornado. In addition, also slows targets around the initial target in a 500 unit radius by 95% for 1.5 seconds. Hopefully there's no silly mistakes. I tried to keep the numbers low because with all the combos and conditional bonus damage it really adds up. Those numbers shouldn't of course be absolute, they're there just to give a general idea. Too complex and insanely OP If you boil it down to a more league-like size, it'd probably be like Passive: Chilling Barrage Ice Whipper gains a Chilling Barrage stack every 25/20/15 seconds, up to a maximum of 3 charges. Every time she casts a spell within 2 seconds of casting a previous spell, she consumes a stack of Chilling Barrage to give the spell a bonus effect. Q: Ice Whip After a 0.5 second delay, Ice Whipper whips a target area, dealing magic damage to targets inside the radius, knocking them airborne for 0.5 seconds, and slowing them for 1.5 seconds. Chilling Barrage: Ice Whip deals increased damage. W: Frozen Tornado First cast: Ice Whipper charges up for up to 3 seconds, increasing the damage and range of Frozen Tornado. Ice Whipper can still cast spells and autoattack during this time. Second cast: Ice Whipper whips up a tornado around her, dealing magic damage over 2 seconds and slowing targets caught inside. Chilling Barrage: Frozen Tornado charges up faster. E: Frosty Lash Deals magic damage to a single target. It deals bonus damage if the target's movement is impaired. Chilling Barrage: Frosty Lash additionally snares the target for 0.5 seconds. R: Glacial Blizzard Stuns a single target. Ice Whipper then summons a blizzard around the target, dealing magic damage over 3 seconds, slowing targets, and shredding their Magic Resist. Chilling Barrage: Targets around the primary target are slowed dramatically for 1.5 seconds. | ||

Honestly, I don't think Irelia is that problematic anymore. She was a lot more problematic in season 2, since she could cut through almost anyone because people tended to stack resistances like mad. Anymore she feels overly reliant on getting fed to be relevant. She actually has to sit and auto someone to do lots of damage, which is much more time consuming than what a Kha'xiz or Diana or almost any other champion that is considered strong now has to do. Sure she's tends to get a lot tankier and more immune to cc, but she can't do her frakking job if she can't shrug off most stuff. She'll always butcher people 1v1 who underestimate her, but I don't really see a problem with that. | ||
