maxing W first allows for potentially setting up better hooks

The time you hit 9 as a support (when your first skill is maxed) is when big teamfights are occurring. Having your CC on 2 sec (with CDR) is just so vital in disrupting, locking down, and peeing.
Max W is for positional gameplay. I rarely do this. But in things like extremely long laning phases for whatever reason, it's something I consider. Also lets you run to lane faster, ward faster and roam harder. Cheap mana cost too so you can keep spamming it. With max CDR you have near 100% uptime too.

Moonbear, you're really underrating Q ranks on Blitzcrank.
Realistically, Q ranks add more to your burst than either other skill and is probably the strongest to actually have in lane. Powerfist and Overdrive are pretty strictly going to be about post-laning exchanges, because in most Crank lanes, your MO is going to be getting the kill/forced summoners out of that first Hook--the exchange is rarely going to go to the point where you have the 2nd Powerfist (and if you miss the hook, it's very unlikely you will trade in a way that involves you using W or E ranks anyway).
You probably don't want to max Q, because you'll need the Overdrive/Powerfist ranks in teamfights, but I actually think getting rank 2 or 3 of Grab are actually pretty good.

I usually start Q on Blitz, then , then W and then focus R>W>E>Q. My reasoning is ulti is always most important, W lets you get in position for a E/Q, E is useful semi-spammable CC and does decent damage earlygame, Q maybe the "best" feature of Blitz, but the increased mana cost for one second less CD isn't really worth it given the importance of mana as part of his passive and earlygame.

I've never really played support Blitz for damage potential (I just pick Leona or Taric for that) but I still can't see the justification for maxing Q though. Shaving 2sec per level by the time you hit midgame doesn't seem like the best skill progression. Also in lane, sometimes I just walk up to the enemy at an angle and try to Powerfist them (typically while herding them towards the jungler) and then save the hook for followup. I can see value in perhaps putting more points in Q with E max first, but Q max first itself I feel uncertain about.
I can see where you're coming from though. When I get a chance to play Blitz again I'll levelling Q more rather than leaving it until last and see how I feel about it.

I just hit 30 on my secondary account and I see now why people who first play ranked get so mad. The newbie isles (first 10 placement matches) are a scary place, where the chances of you getting a 2k smurf are equal to the chances of you getting three people that manage to collectively have less than 100 CS at 20 minutes.
On the other hand, once you leave, it's just smooth sailing for the most part upwards.

This might be a really stupid question but lemme ask anyway. If I exhaust someone that just used a projectile ability,let's say Ryze used his Q and I exhaust him right before it hits the target. Does the exhaust reduce the damage of spells that were already cast before the exhaust?

Main ones I have problems with are Jayce and Rengar. Jayce is far, far too versatile, and there's absolutely no fucking reason why he should have a gap closer and a knockback. This lets him harass for free AND outtrade most bruisers in melee form. Oh and also a flat+%age AD scaling magic attack. Absolutely retarded because you itemize to survive the 95% of the time he's in ranged form, and then he still out trades the fuck out of you because the 100 armor you have does jack shit vs his magic damage. Also has ridiculously low mana costs considering he gains back mana from hammer form.
Rengar. Manaless. Not a HUGE issue if you have major weakness early game, or poor scaling. But then there's the silly jump shit(no ICD), massive burst, huge sustain, massive steroid and almost complete ungankability post-6(no fade time on stealth). I don't have the motivation to

I think it would reduce damage, not 100% sure, but something like exhausting Galio while he is ulting reduces his damage from the ult.

Yea but galios ult isn't a projectile it's just a channel that does damage after it's over or interrupted and the damage is instant. The reason I ask is because I was low health and I got ambushed by a ryze.He managed to throw a Q at me right before I exhausted him and flashed over a wall so it chased me and I died.I can't tell if the ryze was just fed or the exhaust didn't work on the Q coz I forgot to check the death recap for amount of damage.
