So yes stats and steroids contribute a lot. Champions who aren't meant to be played as AD carries generally have poor auto scaling or are melee.

Most game's match making works like this but not exactly the way you're describing. If you're on a win streak it's gonna start pitting you against tougher opponents and if you're on a losing streak it's usually gonna pit you against weaker opponents. It's pretty much how ranking and match making works...lol.
