The best part about this is you can fuck around with your mid opponent and let the stealth kick in for a while evry now and then so they don't know when you're ACTUALLY roaming or not, so sometimes they'll leave, letting you freefarm and other times you can go gank and they won't bother following. To me this seems the only viable way to play AP Eve.....you MUST roam in order to get kills, otherwise the enemy mid will outfarm and outscale you. It's a lot like AP TF, but without the insane waveclear and stun gank. Her gank as AP is MUCH better than as a jungler because even though she is squishy as all hell, she actually does burst damage properly at 6 rather than her exceptionally poor damage with Wriggle's, gp10 etc. You will always be able to find a way into bot or top lane without being seen and she can get very close. So far from what I've seen, her core is DFG/Gunblade, grabbing the Cutlass first to help her gank out with the extra damage/slow. Once she grabs those 2 items and Sorcs she can instantly burst down almost any high-priority target necessary and escape decently with the extra survivability from Ult and her W. The guide I originally read said to keep going with the AP items after, but from what I've seen she really doesn't need more than this. Maybe a Zhonya's to act on Eve's global taunt thing, but I find it much more effective to build tanky so that once you've blown someone up you can actually survive to do a bunch more. Consider her lategame a lot like Katarina in that you have to wait a LONG time to enter a teamfight and you're a lot less safe, but your damage is a shit ton more reliable. Not sure how this goes at high elo, as was said, because I imagine if she is shut down especially hard early game she may not even be able to start roaming early like she wants, but I'm going to keep trying and perfect this. It is currently, I believe, the ONLY useful way to play her unless her base stats are updated for the jungle.
Hmm, I went kage's => deathcap/rylai/lichbane/dfg (pretty much rather random choice of items)
I feel like eve actually does scale with farm very well because unlike kat, eve has two choices:
assassinate the carry sustained dps tanks until the enemy is low enough and then just cleanup
Unlike kat, eve has very low cooldown on q and actually does sustained damage.
Note that this is based off of a low level game and I have no clue if "she does sustained damage" is actually true or not, but thats how it felt.

You already have a very strong slow on your R; why get gunblade? The stats on it are good, but it's extremely expensive and Eve is already starved for gold seeing how shitty her laning is. If I were to build Eve, I'd do something like philo/pick to get you some form of income and help with laning. From there grab a DFG, then build tanky AP. Gunblade doesn't really make sense as you already have a long range initiation slow from your ulti. Getting Rylais makes a lot more sense than Gunblade since it gives you a constant slow that allows you to chase down your target more effectively while making you tankier, which Eve desperately needs to be. I can understand why it might seem useless with the slow on her R, but the slow isn't great, plus she's very easy to escape from despite her sticking power. It gives her extra burst which is always great and some really good sustain which, coupled with the mana regen passive eventually means you don't have to go back to buy very often. One of the most important things though I feel is on top of the utility Gunblade offers, she also gets AD with it, and since she has to be on top of a champion to get her full-burst combo off anyway, some extra AD for autos at 120% attack speed doesn't hurt at all.
Maybe I overexaggerated when I said Gunblade is core, since I haven't adapted/tested the build I was reading super extensively yet, but for SURE DFG is core. I'm sure some other tanky AP items work nicely as well; I think it's a combination of the Gunbalde's utility/sustain and the TIMING at which you pick up Cutlass taht makes it so strong. More tests inc though.

Xerath is pretty sick. Back before Doublelift joined CLG and they were doing the whole position swap thing, Chauster Xerath was the most terrifying thing to watch in like, ever.

With blue buff Xerath ult is like 40-45 second cd. I'm actually a little surprised the Koreans haven't started playing him since he'd be really good at forcing people off towers/pushing.

Just hit 6300 IP, solid AP char to buy? Preferably not a 6300 one but if it's worth it, was thinking maybe leblanc but have no idea how good she is (not even 30 yet) and I had a lot of fun playing oriana when she was free.

Have you played brand? He is sooo fun. I wouldn't buy anyone because some dewd on the forums likes him unless you've free weeked it though, it's the only way to make good buy decisions.
