I just hope that consideration of the skill required to effectively play a champ is taken into account when looking at who is strong and who isn't.
Being overpowered if you're good with it is still overpowered. Should we make lux the strongest champ in the game because she actually is 100% skillshot based? (Unlike Cassio who still has e, even if it's weak if you miss your skillshots, and her q is much more spammable than anything lux has)

It's already been around on the tournament realm for at least a week or two. It's only marginally useful though.

for comparisons, other APs when behind can rely on superior initiation, CC, and utility for ganks to catch back up or to put pressure on the enemy laner, or on their superior scaling to wait on in the lategame (or a combination of the two: hi cass!).
viktor does not have the instantaneous CC, mobility, or range to make up for a decided lack of either in my opinion. Increasing his numbers will only increase the number of scenarios or lanes in which he instastomps an enemy (when he is in the lead, i do think he is a real threat and powerful). but in competitive play, in these scenarios and more neutral lanes, a jungler or roamer willing to put in the effort to make the lane playable or winnable for viktor's opponent that has superior utility or damage. someone told me that viktor's ultimate and w forces the enemy team to disperse and messes up positioning. i feel that there are too many other picks that have similar or superior effect (gragas' ult's instantaneous destruction and immediate and unalterable repositioning, cass's instant huge damage and stun / slow, various aoe CC's and mobile champs that can bait favorable fights while dealing good damage and single target cc [kass / ahri]) who can manage to play from a unfavorable situation.
i personally dislike such polar champs (win lane, win game, lose lane, lose game). obviously this is a large generalization but i feel it holds more true for viktor than for most other APs. Well even if you take that to be true its really hard to lose lane as Viktor, he can just sit back and clear the whole wave with E, He's extremely hard to gank or kill in lane with QW. E has 700 range to start, and something ridiculous like 1100 max range and can be cast while moving....its the best farming skill in the game. I know when I play Viktor that he feels like one of the safest mids.
i think viktor is a good solo queue pick.
i dont think he's a good competitive pick because people will put in the effort there to prevent him from gaining a lead. if he is deemed enough of a threat a jungler can put enough pressure on him to prevent him from gaining an advantage or lose lane forcibly with a good setup gank.
the thing is if you afk farm with viktor what do you provide that another afk clearer can not do better?
he does not have the mobility and range and cc to do ganks when there are a competitive # of wards on the map.
his scaling is not comparable to some other APs who have unique sustained damage, range or damage mechanisms (cass, xerath w) as well as having less impact in teamfights than other AFK clearers who have devastating AoE (morg galio etc.).

My thought always was that you don't have to aug Q to be good with Rylais, the slow is more valuable for chasing than the speed buff overall and W aug makes W useful outside of what feels like melee range.
But yeah IDK why Q duration is not right, I submitted that bug a few days after he was released. We can hope they're implementing a stealth fix tomorrow but I'm not holding my breath.

Gravity Field activation time reduced to 0.25 seconds from 0.5
Fixed a bug where Chaos Storm's tooltip stated that it dealt less damage than it actually did

I dunno, if you're going by skill, I think Cass is one of the easier champs. It's not super easy to land Q, but I don't see how you get fucked by missing it. The hardest part for me is making sure in a teamfight every E lands on someone who's poisoned.

sivir nerfs are a lot smaller than I thought they would be, doesn't completely gut the champ like they did to vayne

No mention of locket applying a debuff that prevents you from getting another locket shield in the next 30 seconds/whatever. Also note that the shield active says it shield allies not allied champions, meaning it should apply to minions.
Looking forward to playing 5 locket push comps after this patch.

Well vlad still is a weak laner in the earlygame and later on he's nowhere near as strong as he used to be either when you could stack revolvers or when his Q had 3s cd... I really dont think hes super amazing now >_>

Tell that to the 0/10/4 vlad in my last game. (here's a tip, never use w offensively unless you're sure to get the kill, you never know when a wild mummy will come out of the forest). Also lots of people think shyv is the new OP champion or something and will get free elo.

I saw SO MANY bad Vlad w usage during his free week. I just don't think people understand that skill needs to be used carefully since it's on a pretty big cooldown.

I know. It makes me sad., I see terrible Shyvana's all over the place, and my soul dies a little inside.
And then I play Shy and go 10/0/10 and people tell me I still suck because I play Shy.
