Technically, Rylai's is great on Brand and Cass because it lets you kite all day and land your combo. Unfortunately, Rylai's provides pretty shitty AP for it's cost. Not surprisingly, most players rush Deathcap whenever they solo mid.
For Brand/Cass I look at the other team to see if I need to kite or if I can just blow them up, and that decides my first big item. It's not very good at all on Heimer though, Bwaaaa.

It's a potential lategame item on Heimer because W uses the 35% Rylai's slow, which makes it very easy to W->E without needing other lead-off spells.
As with many other AP carries though, it gets overshadowed by DCap/Void/Zhonya's, and on Heimer you want to prioritize AA staff if your team has another potential blue buff user--since you get enough passive CDR that lategame that blue is redundant if you can solve your mana issues.

I think Neo means on Baron/Dragon, which I agree with. One of the major draws of Heimer is how the turret shred contributes to objective control--shredding 1 armor/MR per hit just isn't that significant in a short teamfight--it's a much more sensible ability for taking objectives and now they're not even good for that.

Depends on the champ imo. On Cassiopeia for example I'd take Rylais over Zhonyas any day, but for say Morg/Annie I'd probably want Zhonyas.
My rule of thumb when I get to that point is if I have a RoA I grab a Zhonyas cause hp probably isn't a problem. If I went doran's rings into dcap I'd take Rylais 'cause having more than 2k hp is gonna be nice.
Yeah I agree but at that point you don't even have a RoA. I was more looking @ a rylais vs zhonya when you have a RoA already, purely from a defensive point of view.

I used to rush Dcap/drings into Dcap, but after going RoA first it let me do a lot of stupid shit and get away with it because it makes you quite a bit tanky. It's more of a playstyle thing though.

Rylai's is core on Singed, way more core than RoA. Most AP champs that have hard CCs shouldn't ever need Rylai's (Annie, Brand, Morgana). Champs that don't have hard CC (not including ult) often really like Rylai's, such as Cass, Akali, Kat, Kog, etc.
What? Ok I get that Rylai's is good on singed but saying that it is better than ROA is just a what. ROA is generally the first big item on any singed because it is so cost effective and cata gives you great lane sustain so you can nonstop farm up in top lane. ROA is just too cost effective with singed's passive, I have even seen people stacking up to 3 of them in a long game(I don't do this I usually like to get resists with 2 ROAs max sometimes substituting one for a rylai's if I need the slow.).
I didn't say that rylai's is bad on singed, I get it on him basically every game that I need the slow to get away from team fights late game. I was just a bit stunned that anyone could say that it was better than ROA (I may have overreacted). Personally I don't like getting it too early because it discourages people from chasing you and a FoN or frozen heart makes you tankier.
I don't think rylais is good on singed at all. 15% slow on trail isn't much. 80ap is little and he doesnt need the health. You could be getting deathcap
Lol what. Ok, first off, generally for singed I either bv rush or cata into Rylai's. A RoA rush leaves you with no resistances, so I generally view this as a high-risk high-reward kind of thing. Laning and circumstances change everything
I can understand a RoA rush in some lanes, especially if you're dominating, but saying that deathcap is better than Rylai's is... well, bad. 15% slow is enough to make sure that when your team is being chased the enemy team can't catch up. 15% slow is enough to help your carries kite those bruisers. Rylai's is most definitely a core item on singed.

Cata --> Rylais's is my I'm getting shit on in lane and my Rylai's is about to be late build. #1 lane dominance.
TIL it's easier for me to carry games as Supportraka than as pretty much anything but Brand. I'm bad at last hitting and knowing when to trade when I'm not the one providing the armor buff. FML.
