Also cast time may have something to do with it. Because as Garen i've had the castbar keep casting as people flash/dash away and as soon as it completes bigsword -> Dead

Spells generally are instant cast, have an extremely low cast time, or are channelled. A patch or two ago, there was that issue with "Cannot cast that while moving" constantly appearing in yellow whenever you tried to do things even if it didn't interrupt gameplay. That was the game engine messing up and giving you those information displays about breaking cast time without filtering excess stuff causing message spam. Sort of how even after your champion dies sometimes you still have those red damage markers fly off their body since it still has a backlog of them it couldn't display before you died.
Casting animation is a separate graphical asset that has nothing to do with casting time.

You get punished if it gets beyond a certain point--so if you had a lot of leaves in a short period of time, it still results in punishment, even if they make up a comparatively small percentage of your games. i was banned for 5 minutes after my 2nd leave of all time, you cant explain that

Those "5 min bans" are usually customer service doing stuff on your account. Had that happen during refunds/random boosts being applied before.

Whatever excuse you have for leaving a game, it punishes the other four people on your team and takes away at least 20 or more minutes of their life. If you have some sort of life commitment you should have planned for it, or if it's a one time thing you're not going to get punished for it. If you're leaving games because you want to spite your team or because they won't surrender, you're going against why there's a 4/1 vote for surrender.
