If my goal is to have someone to protect my carry from assassins, I'll pick Blitzcrank or Alistar over Skarner any day. The fact that Skarner isn't a champion with a blatantly obvious item build doesn't help.
Not to mention Cho Gath. Rupture incapacitates anti carries for almost as long as skarner ulti, well placed screams save lives and screw over the enemy team, and the first anti carry to attack your carry can get insta-killed by your team and true damage nomnomnom. Not to mention that you can actually sit on your carry and make it hard to click on them.
Or what about Janna? Tornado + slow + shield + ulti will save your carry nearly every time and is a ton of CC and protection for an anti-carry to deal with, much more than what Skarner gives you. Or Alistar, the other prime support, he's fine at protecting a carry too.
Protecting the carry isn't some kind of new undiscovered role. People have been doing it for ages with tons of different champions and most of those champions are way more flexible than Skarner is.

AS = CDR is a broken mechanic per definition since it allows the champ to go beyond 40% CDR. I think Skarner is actually "balanced" by Riot with that in mind which means if you don't abuse this you're going to feel the champ is incredibly underpowered.
Strong mechanic =/= strong champion, even using that mechanic. For instance, Xin Zhao has the same mechanic but at the moment he's more or less a noob stomper. Vayne has % true damage but can't lean on that alone, most of her damage is still physical. Kayle had a free gold passive but before the rework wasn't mind bogglingly OP (though she got popular after Q got a free buff).
Unlike these champions though, Skarner has few ways of ensuring that he actually gets to use his mechanic and can easily be shut down by burst damage and hard CC (even silence screws him over). That's why you're arguing for him to cower next to the carry. Unfortunately I think there are better carry babysitters.

people at 1200 would have an easier time beating up on the noobs and it would cascade upwards.
its like if there were a large influx of new 1200s except now its guaranteed that they are awful.

The upper echelons of play won't be effected, but everything below them will. Even with that said, even the highest level of play will be effected in the short term (which begs the question of how long does it take to balance out that inflation compared to the length of a season).
Let's say we have a player of 900 elo, and for sake of discussion let's say this player is a "true 900 elo" player (in other words, 900 elo is an accurate representation of his skill level). If he gets reset to 1200 elo, he will now face opponents better then him.
Let's say his opponent is a true 1200 elo player. Against another 1200 elo player they should be ~50/50 in terms of odds of winning, but against this inferior opponent his odds of winning are actually much greater, but matchmaking can't know this because it's been given false information (it thinks the 900 elo player is actually 1200 elo). So now the 1200 player wins the game and rises in the rungs of the ladder. Extrapolate this over more than one game, and now our true 1200 player might actually be sitting at 1300 elo. Hence the inflation.
Meanwhile, that 900 elo player will probably stay more or less around 1100-1200 because the majority of his games will be against the other XXX-900 elo players who were boosted to 1200. So now it looks like he is far better then he "was" because the system has artificially inflated his rating, but done the same with everyone else around him which dilutes the actual value of his rating.
Of course this doesn't happen with just one person, many true 1200 players will be boosted in this way, making them now true 1300 players. Except the "new" 1300 is actually the old 1200 in disguise.

elo inflation comes from:
900 player starts at 1200, gets beaten by 1200 player, 1200 player is now 1300 because he beat up 900 players at 1200, 1200 player at 1300 plays against real 1300, gets beaten and goes down to 1220, 1300 player is now at 1400 because he beats up 1200 players at 1300....et cetera.
a bit simplified, but this cascades all the way to the top and everyone gets more elo points than previously because the buy in option creates those points out of nothing.

Regarding Skarner:
With max attackspeed, max CDR, and assuming you are CONSTANTLY hitting a champion (i.e. NEVERGONNAHAPPEN) your Q will hit about every .4 seconds, your W will be available every 2andabit seconds, your E will be available every second, and your R will be available every 11/10/9 seconds (gotta double check my math but class time :/)
However, the amount of gold this requires will ensure that a) your damage is pretty terrible b) your survivability is pretty terrible
Basically, the best Skarner build IMO is a bunch of cheap items that give survivability, cdr, and attackspeed, with sheen as your main damage source. Skarner has a great late game, but there are champs that have stronger late game and also are more useful before then.
Sheen Stinger Kindlegem Brutalizer gives you sheen proc, 30% cdr (39% with 9/0/21 masteries), enough of a mana pool, attackspeed, and a bit of durability for about 4.5k gold.

So I ran out of AP last week when I bought Taric's new skin but now Lee Sin and Singed are both on sale.
Seeing as how SInged is only 1350, I should buy him for IP although I need a bunch of runes. Any word on Lee Sin? I've read his entire thread and seen that he is an amazing hero once I am way better at the game.
Is he worth the RP right now while Iam level 24 and still learning?

Nah, was cool. Our bedroom was next to her parent's bedroom so it's not like anything too fancy could have happened, besides, she had a lot to share as she hasn't seen them in a while. Actually, she was kind of happy and I was planning to hang out with her brother anyhow beforehand, it was just a cool coincidence he plays LoL.
Speaking of which, does anyone know what kind of speccs a PC would need to play LoL on highest details and how much that would cost? Currently, I'm playing on my MacBook Pro and that's just somewhat meh.

2.5 attacks per second translates to an attack every .4 seconds. Assuming 40% CDR (2.1 second Q)
The sequence is Q -> AA -> (0.4 sec) -> AA -> Q to open but after that your AA isn't fresh, so the sequence becomes
Q -> (0.4 sec wait, 1.7 sec remaining after) -> AA -> (0.4 sec wait, 0.3 sec remaining after) -> AA -> Q, which repeats more or less indefinitely
So in terms of damage over time the real minimum cooldown on Q is 0.8 seconds.
Sheen is a good buy early game but in terms of damage it's a dead end (especially if you get enough CDR/attack speed to get .8 second Qs which don't benefit sheen at all). TF isn't great but I think that's Skarner's fault more than anything else.
