Why not? Those are usually the best time to get kills. Nothing feels as good as ganking a gank. Unless the enem team spots you before they gank so they know what you are up to and gank you as you try to gank their gank.
That said if you are too lazy to walk after him just push like crazy. If he's leaving the lane you should be up on his tower tearing it down.
It's important to know that there are times when the game calls for you to push minion waves, not just last hit and those occur even during the lane phase. Strong push champions can even make it nearly impossible to gank from mid since every time you leave he is at your tower. Think Nidalee, Singed.
Often it's not clear which way the enemy is going -> you can't follow him. Sometimes it's incredibly risky to "follow" him, because he might just as well ambush you together with their jungler half way to the other lane.
I would only follow the enemy if you have plenty of vision on him. Otherwise call the mia and tell your allies to be careful.

I've recently bought Swain and after some last hit training went solo queue. I got sent mid twice against a Kennen, and although I could kill him (and get killed almost equally), I just couldn't stand (nor outdamage) his burst once level 6, nor push the lane/punish his farming once he got his dash leveled. Said dash makes it almost impossible to punish farming with Nevermore, I can't really flee his combo because of the stun and he pushes lanes like crazy, under my tower and damaging it a lot every time I get killed or have to back.
Any pointers about how to fight him or is it a losing match-up from the start (my main AP is Morgana, who suffer from the same weakness aka a skillshot)?
There aren't a whole lot of champions capable of punishing a Kennen, except maybe guys like Leblanc.
Position yourself to avoid shurikens and last hit, and if he comes to autoattack you, E-Q unload on him. Try to not waste spells on him while he's in pikachu mode because he gets MR bonus that way. The hardest part about fighting kennen is when he comes at you with a W-charged proc. If you run from your creeps to avoid it you'll get chased down by his lightning ball and shuriken and you'll STILL eat the autoattack, so stand your ground and cast nevermore when you think he will stop and auto + W you.
If he comes at you with lightning ball, use nevermore to stop or deter him. It`s really your best move in this case until you get a little more farmed. Doesn`t really matter if you miss as long as it keeps him away. He can`t really fight you after his E is on cooldown, so you can take the fight to him during that time.
As for his level 6 burst, you need enough HP or MR to survive the whole thing + Ignite otherwise there`s really no point in even talking about beating him.
vs Kennen just force team fights and exhaust/focus him. He's very strong in lane but not that great in team fights. Pretty much impossible for Swain to beat Kennen.
vs Sion, assuming you don't want to counterpick him your team just has to ward the river while you push his tower. He relies on snowballing from ganks to win, banshees and focusing him in team fights really destroys him.

how is it gimmick? I dont see why you have to kill sth at all with that lane. If the babysitter lane knows what their doing then they will sit back and play passive while trying to poke. But a dualstun/burst combo bottom can also deny them and just punish em when they try sth silly.
I dont think its gimmick/cheese when it worked for years in dota. Its just way more coordination depenand than babysitting+ farming.
Basicly almost every taric+ something lane is a bit like this and often it doesnt kill but just deny (which is way more effective in the long run if you do it right).

'cause the AD lane is going to have way better poke and put you in the hp danger zone in an exchange where they don't die and they can simply sustain back up + abuse having superior range.
If you don't kill them, you get zoned. In the case of Brand/Taric you don't necessarily get zoned or outfarmed, but your AP is lower level than the enemy AP and since AP need levels more than AD (typically), you're behind in that regard.
