All champions need gold obviously but the distinction is the champion's kit. Do you have the ability to insta-gib an enemy champion if you do your full combo once or twice. Champions like Panth, LeBlanc, etc are notoriously bad at farming but they manage to keep up with easy kills, especially at level 6+.

I'd say the difference is based on a champion's period of effectiveness.
The best example I'd give is Shaco. You are kill-dependent in the sense that by killing the opposing team you limit their farm and you suppress them in a sense. (Their tanks can't get tanky and/or their carries can't get damage/AP) You gank/pressure early to create a strong midgame which hopefully carries into lategame.
A farm-dependent champion is someone like Sivir. If you aren't hitting certain CS by 10,15,20,25 minutes you aren't going to be able to carry. Champion kills/assists are good for boosting you gold per minute. You farm and stay alive to a strong mid game and carry your into late game.
That being said LoL isn't like dota where farming for 40 minutes means you can essentially 1v5 their team. (certain champions can in certain situations)

The difference is that the latter, "mid-gamers" are assassins with mobility skills and single target burst. The former are ranged, low survivability "carrys". Assassins are better midgame because they can suprise and chase vulnerable targets. Assassins don´t get worse because they don´t do enough damage but because lategame carrys won´t be caught isolated. Their mobilityadvantage evaporates when the opposition actually wants to fight, aka Teamfights.
Duolanes are a different issue because you can´t normally farm there or you´d screw over your Lanemate. The only way to be as farmed and leveld as a sololaner is to kill. The duolane thus should go to champions that don´t rely on farm/levels which are Supports (and their related role Tanks) which rely on synergy with the rest of their team. You CAN try to make a "you farm, I don´t lasthit at all" deal but you NEED a premade partner for that AND a champion that is relativly farm AND levelindependent.
