I'm absolutely dumbfounded as to how this could actually be a 'bug'. Its by far one of the easiest things to test in automated testing that they develop. Then again, maybe their testing process just isn't that thorough, who knows.

I have no idea what to level on him now though. His W is his best move to max now imo, and maxing his Q gives you no damage and no cooldown. I used to max his Q with old Ryze but now I think I should try R > W > E > Q. His Q is always 3.5 second cooldown, and the extra cdr isn't that important early, damage is, and if you get good bounces his E will do more damage than his Q... I don't know, I also feel dumb buying AP on him because his ratios are hilariously bad. I guess going Mana + tanky is probably the best for him right now, we'll see.

Yep. change a statistic... use that statistic and see if it's correct. easiest bug test in the world. Either this was a zero minute change (which there shouldn't be any) or they just don't test their stuff at all.
