For reproducing the annie bug most people have had it occur when something dies right before the AoE is dropped on the enemy champion.
The supposed reason as to why this works is the client has created the damage for more targets than those which actually exist in that second to take damage. So the extra damage gets dumped on some unfortunate soul.
If you notice in this vid a PCM is dying exactly as tibbers is dropped; also if you look at the damage that pops up over Anivias head she gets two counts of the exact same amount of damage while vayne gets a single count of damage. Anivia got shafted by PCM dying to irelia ult.
Edit: So if the above is true, the bug is stupid hard to reproduce and easier to avoid if you are aware of what's going on.
Edit#2: On second thought, if you level W over Q in the lane phase and lead with a Q to stun someone then smartcast WR onto the person odds are you'll kill a creep with W and something is going to get hit with a double damage tibbers.

Just tried Attack speed Orianna. Rabadons, Nashors, Malady, RoA and a Void Staff. Soloed the opponents GP without using any spells except protect. nrerf.
Heyguys, I bought TF because a friend recommended him as very strong and not too expensive.
He's a blast to play, and the ult is preposterously good.
However it seems like he has a period of being beast in the midgame when the Qskill just does wallops of damage, but then In the lategame he becomes basically useless. I feel extremely squishy and just do no damage anymore. I teamfights I end up just running around in the back flinging cards from a screen away that do no visible effect on anyones healthbar....
Is this a correct observation, or am I just a nublet? When I play Veigar I feels like I can lay down serious damage at lvl18.

If you're constantly ganking and farming open lanes, you should be ahead in AP compared to the enemies MR. In a straight up 5v5 fight, TF may feel a little weak but that situation is the worst for TF. With his ulti, he should be solo pushing constantly or picking fights that are at superior odds for his team.
As ap TF you generally split push and teleport to safety late game and/or to catch people out of position. Straight fighting is generally bad and your main focus is their softest high priority targets that stray off. Ap TF is all positioning and abusing mistakes.
Make sure you void staff. No matter how much MR they have 55% total mpen is going to make most MR stacking ineffective. You should have deathcap+lichbane+voidstaff late game. You can't delay it if they are too tanky.

To be a little preciser (wait really, that's the comparative of precise? Sounds odd) about that split pushing part:
Your team is supposed to press some objective like Dragon, Baron, an enemy buff or tower as 4 while you are pushing a lane somewhere else. Keep your proximity warded. Your allies have to make sure they won't get caught, and they shouldn't commit to a 4v5 either. At some point the enemy team will have to split up or give up a tower or the objective. If they split up, wait until some enemies are close to you and then you ult to the rest of your team and initiate a fight.

No, with archaic knowledge and void staff it's most certianly (15+40) 55% mpen.
