NYT doesn't have a decision desk that calls elections--they follow the calls made by AP and the big TV decision desks. They do review them, and may decline to follow a call if they're not convinced (such as in Arizona), but they won't call races themselves.

They're covering their ass. The idea that PA "will be - or is likely to become - in range of a recount" is a smokescreen; the state should end up +70K Biden at least.
Also, they better uncall AZ then! Because the chances that ends up in recount range is way higher than PA.

I just read AP's own:

State law dictates that a recount must be held if the margin between the two candidates is less than 0.5%. There are tens of thousands of votes left to count.
Additionally, there are potentially tens of thousands of provisional ballots that remain to be tabulated, though an exact number remained unclear. Those ballots will be counted after officials verify their eligibility to be included.
But yes, the way the counting has been trending still makes this awkward. They should ask themselves how Trump can possibly reclaim the lead with a 30%-41% trend.
