A Government charity system not only lacks the capabilities of these private charities, it also duplicates a lot of what is already provided. However, the Government can't just give money to the private charities since many of them are affiliated with churches.
The idea that America complements our charities rather than duplicate them with inefficient government bureaucracies is the stance of Republicans.
Republicans actually support charity far more than Democrats. Democrats just want to tax rich people more so they can just throw money at a problem that cannot be solved with only money. Republicans want people to give excess income to private charities in their own communities; they just lack the authority to enforce it.
As a Republican, I've always thought that 1/3 of your income taxes should be required to be given to a 501(c)(3) of your choice. Doesn't matter what it is. Up to you. If you see homelessness as a problem, you can give to a shelter. If you see animal abuse as a problem, you can give it to an animal shelter, etc. It would be more effective than a government agency if the people in the community donated money to the cause THEY felt needed to be addressed.

Our high schools are nothing but daycares, too many 'graduate' without having the basic skills of reading and writing. If you want to make something of yourself you are all but forced into college- which costs thousands of dollars. Eh, quick google searching does show that Republicans tend to be more charitably giving, but a ton of that is to churches and religious organizations. Don't get me wrong, churches do a lot of charity, but that's where the money goes. Democrats tend to donate to secular charities and arts organizations.
America has a robust "giving culture" in general. It seems to be particularly good for arts organizations (I haven't looked into the situation for charity). When there's a lot of state giving to the arts (like a few European countries) rich people aren't nearly as generous. They're like "why should I give you money if you get money from the state?" In America, we have jackshit giving to the arts, and private donors are very generous.

I do blame him, and yet Obama did nothing to correct no child left behind. He had 4 years to do something about it and nothing got done. Also according to his website he has no plans for it in the future.
