I think that's true at a societal level but not in media/entertainment. A lot of the stuff I've seen in the shows is quite experimental and very current.
I think it's less distinctive as opposed to Japan whose street-style is regularly off the wall and contrasting heavily with their very rigid business culture.
Honestly a lot of stuff that I've seen take off recently in stuff like GQ is stuff that has been in popular in Korean/Japan and Paris/Italy for a while
Edit: I'll add to that it's true that Korea is very homogenous, but they are homogenous in being both extremely fashion-forward and competitive in nature.
orlando bloom was wearing ccp back in 2010, jude law in ro in 2011, etc a lot of styles trended in the west for ages before korea even started to play dressup with gdragon; idk if this is correct but i remember reading something about yg's stylists being western foreigners
black/drapey clothing originated decades ago and didn't pick up until 2006 or so. none of this stuff is relatively new and i really don't consider suits and sneakers an actual thing.

I suppose it's really hard to trace the actual origins of clothing, and it's probably not all that important in the context of general fashion observations. You are likely right on some of those points, but the general connotation that Korea along with Japan are quite fashion-forward (nearly as much as say, paris/nyc) is generally true in my experience.
I don't consider Korea "fashion forward" at all. There are a ton of Koreans at the university here and every single one of them just wears business casual with an emphasis on the casual side. They certainly dress better on average but not in anything adventurous or inspired.
I haven't been to Korea in a few years (like 4 I think) but I don't recall Seoul being particularly fashion forward, even at whack nightclubs. Could have changed in that time though, I dunno.
