Well, when you get a ticket, they tell you where you are and they show you an image of when it happened. So you avoid that part of town. You repeat this process until you run out of places where they ticket--unless you see construction or a "new cop" hanging out there.

The word I always heard was that very clever lawyers argued that you can't fine the owner of the vehicle for the charge and if you can't prove concretely who was driving you can't cite the owner. More of a rumor than anything I can substantiate though.

Also important is the fact that the speed meter in your car always displays a speed slightly higher than your actual speed, just so you can't sue the car company if you get caught speeding with the explanation "My speed meter said i wasn't speeding!"

I don't think you're aware how often people get speeding tickets in the US. Its not really a "how do I not get out of it" situation and more of finding safe zones. Even if the safe zone is incredibly tiny and hard to reach.
